Licensing, checked the day you sign
California raised the unlicensed-work threshold to $1,000 on January 1, 2025 under AB 2622, but the dollar figure is not the whole rule: the exemption applies only when the work requires no permit. Westminster requires one for re-roofing, so it never reaches a re-roof here, at any price. California caps the down payment at $1,000 or 10% of the price, whichever is less. A roofer asking a third up front is describing a violation.

Our Orange County office is in Mission Viejo, about 25 miles out. We say so up front because it is the question those "best roofers" lists never answer about anyone on them. Read one closely and a large share of those companies dispatch from Garden Grove, Santa Ana or further. That is normal. It is not the same as a crew that has pulled a permit at 8200 Westminster Blvd and written a 6.0 psf letter.
If you need a shingle patch on a rental and the cheapest number wins, a smaller crew will beat us. We do not do gutter cleaning. If your roof is a maintenance question rather than a replacement one, we would rather say so and see you next year.

Westminster will not let you recover over these roofs
Removal of every existing layer is required when the covering is wood shake, slate, clay, cement or asbestos-cement, when the roof already carries 2 or more applications, and when the deck is water soaked or deteriorated past serving as a base. For tile, that first line settles it. The covering comes off.
Westminster incorporated in 1957 and filled in fast: 27,910 housing units across 10.04 square miles, much of it single-story tract housing from the 1960s through the 1980s. If that is your house and it carries original or second-generation tile, you are looking at tear-off, a hard look at spaced sheathing, and a decision about plywood.
That is where a $14,000 shingle number and a $28,000 tile number separate, and the most common reason one bid lands under the next: it assumed a recover the city was never going to permit.
The 6.0 psf line that changes your bid before anyone climbs a ladder
Westminster requires calculations from a Civil or Structural Engineer when the weight of new tile plus any plywood added for spaced sheathing exceeds 6.0 pounds per square foot.
Even a like-for-like tile swap clears that bar only with an engineer's letter verifying the tile spec and confirming the load on existing framing does not increase. Manufacturer, tile type and weight go on the application.
You will not find this number on a single "best roofers in Westminster" list. Those pages sell a phone number. This is the rule that number has to build to.
A shingle-to-tile conversion on a 1960s tract house almost always trips it: spaced sheathing gets plywood, plywood adds weight, the figure goes over 6.0 psf. 2026 Orange County cost guides put that reinforcement at $2,000 to $5,000, before the engineer's fee. Tile to a lighter system usually takes the engineer out of the job, a conversation most bidders will not start, because it shrinks their tile quote.

Read your bid against that table. If it says "standard felt" and stops, it is a template someone runs in 40 cities. Low-slope sections bite hardest: a 1960s ranch with a 3:12 rear addition needs 2 layers there, 1 on the main roof.
The Class B rule most Westminster bids miss
Westminster amended the California Residential Code in its own municipal code, and 1 amendment decides your project if you are phasing the work. Under Westminster Municipal Code section 15.10.060, the entire roof covering has to be at least Class B fire classification when more than 50% of the roof area is replaced within any 1-year period. Not the part you replaced. The entire roof.
The same section requires Class A or B where the roof deck edge sits less than 3 feet from a lot line, which on Westminster's tract lots catches more houses than you would think. Both arrived with Ordinance 2629, effective November 12, 2025, so a bid written against the 2022 code cycle is a year out of date.
The trap: you replace 40% of your roof in March because that is the part that leaks, then another 30% in September. You have crossed 50% inside 1 year, and the city can require the whole covering to be Class B, including the 30% you never planned to touch. We plan phasing against that calendar, in writing, before the first section comes off.
What your house is designed for, and what inspectors check
"Coastal weather" is true here and useless in a bid. The city adopted real numbers:

95 mph is the load case your fasteners and edge details have to meet, and Santa Ana events are when the roof finds out. Wind rarely tears a shingle off here. It breaks the seal. Then the first atmospheric river arrives and the homeowner reports a leak "from nowhere." It came from a fastening pattern built to a catalog spec, not a 95 mph design.
Very heavy is the highest termite rating in the table, which is why sheathing replacement here runs above the same job 20 miles inland. Open a 1960s roof, find spaced sheathing, and we check termites and dry rot at once.
3 inspections follow: pre-roofing, sheathing and nailing, and final. The middle one catches crews. It happens before underlayment or covering goes on, framing repairs visible. You cannot load the roof with felt or tile first and then call it in. An OSHA ladder has to stand more than 2 feet above the roof line.
Cool roofs: Westminster is Climate Zone 6
Orange County contractor blogs write as though every re-roof in the county needs a CRRC-labeled cool roof. Westminster's own guidelines say otherwise. For residential work, a CRRC-certified cool roof is not required in the City's climate zone, Climate Zone 6. It becomes required only when a Title 24 compliance form specifies it.
Nonresidential is different, triggered at more than 50% of roof area or more than 2,000 square feet, whichever is less, on a conditioned building:

Whichever is less means that on any roof over 4,000 square feet the 2,000 square-foot figure binds and the percentage stops mattering. A 12,000 square-foot warehouse hits it at 17%.
If someone tells you a cool roof is required statewide on your steep-slope house, ask which compliance form says so. Sometimes it is a real CF1R line. Often it is a product they want to sell.
What Westminster requires before it issues a re-roof permit
The Building Division wants 5 things in writing: the proposed new covering, the existing material, whether it is being removed, the thickness and grade of any new plywood, and the total roof cost including materials and labor. That list comes from the City of Westminster Reroofing Guidelines, revised December 2025.
The last item is the one homeowners skip past. Fees here are valuation-based, so the contract value on the application drives what you pay. A bid that will not put a full contract value on a permit application does not want to be on one.

Its FAQ lists reroofing among projects that "can be checked over the counter and permits issued the same day" when plans follow City Standards, while a separate city page leaves reroofing off that list.
