The Anaheim 6-Paper Check

Before you sign a roofing contract in Anaheim, 6 documents should exist. Most homeowners confirm 2 of them and assume the rest.

1. The C-39, active, on the state board

Check cslb.ca.gov for an active license, C-39 classification, the $25,000 bond on file, and clean discipline history. The threshold for needing a license at all moved from $500 to $1,000 on January 1, 2025 under AB 2622, and only where no permit is required. Your reroof needs one.

2. The workers' comp certificate, not an exemption

Roofers lost the no-employee exemption in 2011, and SB 216 extended the mandate to every licensed California contractor on January 1, 2026. An exemption on file is now a flag on any trade.

4. The permit, in the right name, before tear-off

Pull it as owner-builder and you become the responsible party for code compliance and for the workers on your roof. Legal, and rarely in your interest.

3. The Anaheim city business license number

Separate from the state license. One call to (714) 765-5194 confirms it.

6. The deposit, inside the legal cap

Business and Professions Code 7159.5(a)(3) caps the down payment at $1,000 or 10 percent of the contract, whichever is less. On a $28,000 roof that is $1,000. A crew asking for half up front is describing a statute problem.

5. The sheathing-inspection hold, in the schedule

Not "we handle inspections." An actual day where the deck is open and the inspector is booked.

Anaheim will not issue your reroof permit to just any licensed contractor

The City of Anaheim issues a reroof permit to 3 parties and no others: the owner-builder, a C-39 licensed roofing contractor, or a B licensed general contractor who carries workers' compensation and holds a signed contract listing the reroof plus 2 additional unrelated trades.

That is the city's own language, from informational bulletin B820, revised May 2024. It is narrower than "licensed and insured," which is what almost every roofing page ranking for Anaheim says. Business and Professions Code 7057(b) backs it up: a roof by itself is 1 trade, and a general contractor needs a prime contract covering at least 2 unrelated trades.

Two more papers the listings skip: Anaheim requires a city business license of contractors working inside city limits, and the subcontractor list is due at least 10 business days before anyone requests the final inspection. Miss it and the city does not close your job.

So the check is not 1 lookup. It is 3: the state license, the workers' comp certificate, and the Anaheim business license. We cover all 3 in the written report from a Free Roof Health Check, before you sign.

What an Anaheim reroof permit actually costs

Anaheim publishes flat reroof permit fees, and they are not what the pages ranking for this city say they are.

A caution we would rather publish than hide. As of September 2026, 3 different reroof fee schedules are reachable on anaheim.net at once: an older one showing $334 and $461, an unadopted draft at $364 and $503, and the schedule the city's Fees page links to, which is where the figures above come from. We did not average them. Call the Building Division at (714) 765-5153 before anyone writes a check.

The permit is a line item in every bid we write. Buried in a lump sum, you cannot tell whether tile engineering was priced or skipped.

The sheathing inspection is the one a rushed crew skips

Anaheim requires 2 inspections on a normal reroof: roof sheathing, then final. The sheathing inspection is the one that protects you, and it is the one that gets lost when a crew is trying to finish in a day.

The inspector is there to see the deck. Anaheim's bulletin lists what has to be true before they arrive:

  • A ladder tied off and extending 2 feet above the roof edge

  • The job card on site

  • Only 1 existing layer left to cover, or new sheathing nailed correctly

  • Dry rot and termite damaged wood already replaced

  • Any engineer-required framing complete

  • Roofing materials on site, carrying an approved testing agency stamp

Cover the deck first and nobody can tell you later whether the rot got replaced or got roofed over. Anaheim schedules requests made before 4:00 p.m. for the next workday, so the hold is a day, not a week.

Put 1 question to every bidder: who calls the sheathing inspection, and is the deck still exposed when the inspector gets there? We read the 12 roofing pages ranking for this city in September 2026. Not 1 mentions this inspection.

Tile, shingle, and the 6-pound line

In Anaheim the tile-versus-shingle decision is structural, and the line sits at 6 pounds per square foot.

At 6 lb/sf or heavier the city requires plan check: stamped engineered load calculations, plans showing the additional framing, and the ICC Evaluation Service Report number for the product. Relaying existing tile is its own path and needs stamped structural observation letters. Tile can turn a same-week counter permit into an engineering job, and it moves the permit itself from the $375 line to the $519 line.

This comes up across most of the city. Per SCAG, 70.3 percent of Anaheim housing predates 1980, and those central and west Anaheim tracts were framed for light composition, not tile.

If you own in the Anaheim Colony, check whether your property carries a Mills Act contract first. Under Anaheim Municipal Code 18.62.100 those exterior alterations need Director approval whether or not a permit is required, and roof line is a listed character-defining feature.

Cool roof rules in Climate Zone 8, and the trap inside them

Every Anaheim ZIP code from 92801 through 92808 sits in California Energy Commission Climate Zone 8.

Under Title 24 Part 6 Section 150.2(b)1I, new roofing in Climate Zones 4 and 8 through 15 needs a minimum aged solar reflectance of 0.20 and a minimum thermal emittance of 0.75, or a minimum Solar Reflectance Index of 16. For a single-family home the trigger is area: more than 50 percent of the roof replaced. The code lists real exits.

Here is the part that surprises people. Climate Zone 8 is on the list for alterations. It is not on the list for new construction, where the steep-slope requirement starts in the hotter inland zones. So a reroof on your existing house triggers the rule, and a brand new steep-slope roof in the same city does not.

Anaheim's own bulletin limits its Title 24 paragraph to non-residential buildings, high-rise residential, and hotels and motels. Your single-family obligation comes from state code instead. Read only the city handout and you would conclude Title 24 does not apply to you. It does. We name the compliant product and its rating, or the exit path, in the written scope.

Fire hazard zones east of the 55

If your address is in Anaheim Hills or east Anaheim, a fire map decides your roof spec before you ever pick a color. The Office of the State Fire Marshal released the 2025 Local Responsibility Area fire hazard severity zone map for Southern California on March 24, 2025, and the maps use 3 labels inside city limits: moderate, high, and very high. Government Code 51179 lets a city raise a designation and forbids lowering one, so these boundaries move in 1 direction.

The standard changed too. California moved its wildland-urban interface rules out of Building Code Chapter 7A into a standalone Wildland-Urban Interface Code, Title 24 Part 7, effective January 1, 2026. Section 504.2 requires a roof assembly that meets Class A tested to ASTM E108 or UL 790, triggered when 50 percent or more of the roof is replaced within 12 months. Wood shake is out, including fire-retardant-treated.

Assembly is the word that costs money. A Class A cap sheet on the wrong underlayment is not a Class A assembly.

In a Local Responsibility Area the standard reaches the high and very high zones; moderate is left to local discretion. Look your parcel up on the city's Fire Hazard Severity Zone page rather than taking a contractor's word, ours included, and Anaheim's wildfire mitigation specialist Adrian Abel takes calls at (714) 765-4039.

Anaheim Public Utilities is city-owned and pays $0.35 per square foot, capped at $750, for Class 1(A) fire-rated attic insulation at R-30 or greater, plus $250 for listed fire-resistant vents combined with it. There is no cool-roof rebate, whatever a roofer tells you.

If your roof needs a tear-off but you want the number to land under a coating quote, a coating is the wrong product: on a saturated deck it buys a year and costs you the year after. And if a lower bid is the only variable, we will lose that one and we know it. What we compete on is the documentation.
