What Mission Viejo's cool-roof code actually requires in 2026
Mission Viejo sits in California Title 24 Climate Zone 8. For nonresidential low-slope roofs (2:12 pitch or flatter), a re-roof that replaces, recovers, or recoats more than half the roof or more than 2,000 square feet has to meet cool-roof minimums. Most pages say "Title 24 compliant" and stop there. Here are the numbers a plan reviewer is checking.

Values are aged (measured after three years of weathering). Products must be listed in the Cool Roof Rating Council (CRRC) directory, and the project needs CF1R / CF2R compliance paperwork at plan review.
The 2026 change that catches owners
The 2025 Title 24 update took effect January 1, 2026. It lowered the threshold for tear-off and deck repair and pulled more recover jobs into scope, so projects that skated under the rule a few years ago now trigger full cool-roof compliance.

How a commercial roofing permit really works here
Mission Viejo runs every permit and inspection through its online Client Self Service portal. You (or your contractor) register, submit a complete application with plans and specs, pay valuation-based fees, and go through plan review for code compliance. Roofing falls under general building permits, so the documentation your contractor submits matters.
STEP 1 - Apply online
Everything is submitted through the city's Client Self Service portal. There is a Fee Estimator you can use without an account to size the permit cost before you start.
STEP 2 - Plan review
Fees are based on project valuation, and plan review is commonly a large share of the permit fee. There is no expedited review for standard work, so a complete first submission saves weeks.
STEP 3 - Inspections

Slope and current system

Recoat, recover, or replace?

Why owners choose foam, and when they should not
Spray foam goes on as a liquid and cures into one continuous surface with no seams, the spots where most flat roofs leak first. It is lightweight, it adds insulation, and it can often be applied over a sound existing roof, which cuts tear-off and landfill cost. It is not the answer for every roof, and we will tell you when it is not.
Good fit
Low-slope commercial roofs with sound, dry substrate. Buildings where tenant operations make a full tear-off costly. Roofs with lots of penetrations and odd shapes, where a poured surface seals better than sheet seams.
Not the right call
Roofs with widespread wet insulation or structural problems that a coating would only hide. Surfaces that cannot be cleaned and prepped properly. In those cases we recommend the repair or replacement that actually fixes the roof, even when it is the larger job.
Energy performance varies by building, insulation, and use. Cool-roof surfaces reduce rooftop heat gain, which can lower summer cooling load. We do not promise a fixed savings number.

How long does a commercial spray foam roof last?
Maintained properly, an SPF roof is a long-term system. The foam itself can last decades, and the protective top coat is renewed on a recoat schedule rather than torn off. The variable that decides real service life is maintenance: semi-annual inspections, drain cleaning, and timely recoats. Neglect is the fastest way to shorten the life of even a good foam roof.
Can spray foam go over my existing roof?
Often, yes. SPF is lightweight and can be applied over many sound existing roofs, which avoids tear-off cost and landfill disposal. The deciding factor is the substrate: if there is widespread wet insulation or saturation, it has to come off first. A moisture scan during the Roof Health Check tells us which path your roof is on.
Does my re-roof have to meet Title 24 cool-roof rules?
If you alter more than half the roof area or more than 2,000 square feet on a nonresidential low-slope roof, yes. How often should a commercial roof be inspected?
At least twice a year, and after any major storm or Santa Ana wind event. A structured program of semi-annual inspections, infrared moisture scanning, drain cleaning, and seam checks catches small problems before they become tear-offs. This is the work that keeps a roof off the replacement list and under warranty.
Will adding solar void my roof warranty?
Not if it is coordinated correctly. Mounts and penetrations have to be installed to the roofing manufacturer's specification, and the roof under the array should be sound before panels go on. The cleanest result comes from coordinating the roofing and the solar mounting so one party owns the watertight detail.
