Five documents close a reroof in this city. Most homeowners track the first and get surprised by the rest.
1. The City of Laguna Hills building permit
Building and Safety sits at 24035 El Toro Road, (949) 707-2600, counter open Monday through Thursday and alternating Fridays, 1:00 to 5:00 p.m. First plan check takes up to 3 weeks; a second or third runs 5 to 10 business days. The city publishes an exempt-projects list small repairs can fall under, but no published roofing threshold was verifiable, so we will not print one. A full reroof is never exempt.
2. The smoke alarm and carbon monoxide self-certification
This is the one nobody mentions. A permit valued at $1,000 or more on an existing dwelling requires a signed Smoke Detector and Carbon Monoxide Self Certification, and re-roofing is named on the form as a triggering project. Retrofitted detectors may be battery operated, so it is usually a small fix. It is still paper that has to be in before the file closes.
4. HOA or Nellie Gail architectural approval

3. The Title 24 compliance path, named in the scope
If it is not written into the bid, it is not priced into the bid. Which path applies to your roof is covered below.
5. Inspections, inside the city's hours
The inspection request line is (949) 707-2660. Construction hours are published and specific: "Monday thru Friday: 7am to 8pm; Saturday: 8am to 8pm; Sunday and Federal Holidays: None." If a crew starts at 6:30 or offers to finish on a Sunday, the city's own answer is to call OC Sheriff's Dispatch at (949) 770-6011. Put the hours in your contract. The city already put them in the code.
Laguna Hills requires a Class A roof on every job, fire zone or not
The City of Laguna Hills requires a Class A fire-retardant roof covering on every roofing job in the city, inside fire hazard zones and outside them. Ordinance 2025-5, adopted September 9, 2025, amends California Building Code Section 1505.1.2 and California Residential Code Section R902.1.2 with the same language:
"The entire roof covering of every existing structure where more than 50 percent of the total roof area is replaced within any one-year period, the entire roof covering of every new structure, and any roof covering applied in the alteration, repair or replacement of the roof of every existing structure, shall be a fire-retardant roof covering that is at least Class A."
City of Laguna Hills Ordinance 2025-5
Read the third clause. It is not limited to the 50 percent threshold and it is not limited to a map, so untreated wood shake is not an option a Laguna Hills permit will accept. The city's findings cite "hot, dry (Santa Ana) winds, which may reach speeds of 70 M.P.H. or greater," plus drought and low humidity. This is inland South County. The failure mode is heat and wind, not salt air.
CAL FIRE remapped Fire Hazard Severity Zones in 2025, the first update since 2007, and Laguna Hills now carries mapped zones. Because Class A already applies city-wide, your zone changes your paperwork more than your roof:

Every rule there is written for new buildings, not a reroof, and zone lines run parcel by parcel, so neighbors can land in different buckets. Look your address up on the city's Fire Hazard Severity Zone page before you accept a bid pricing "fire zone upgrades."
Title 24 cool roof rules here turn on your roof's slope
Laguna Hills sits on the seam between California Energy Commission climate zone 6 and climate zone 8, and the 2025 Energy Code treats the two differently. Your roof's slope decides whether the seam matters at all. Under Section 150.2(b), in effect for permits applied for on or after January 1, 2026:

Put the rows side by side and the answer falls out. A low-slope roof here is covered whether the parcel reads zone 6 or zone 8, because both sit inside 6 through 15. A steep-slope tile or shingle roof is covered only in zone 8. That is an address-level question, so we run the CEC climate zone tool on the actual parcel rather than repeat a city-wide claim.
Two things a "Title 24 compliant" line does not tell you. The rule only bites above 50 percent of the roof area or 2,000 square feet, whichever is less, so small repairs are out and a reroof is in. And the product has to be CRRC-rated: unrated ones are assigned a default aged reflectance of 0.08 for asphalt shingles and 0.10 for everything else, against a 0.20 target. They fail on the default rather than quietly passing.
If you have a tile roof, make every bidder price lift-and-relay
Concrete and clay tile routinely outlasts the underlayment beneath it. On an older Southern California tile roof the common failure is not the tile. It is felt that aged out while the tile above it still has decades left.
A tear-off replaces everything. A lift-and-relay stacks the tile, replaces the underlayment and flashings, then resets the original tile with a breakage allowance. It is not always right: spalling tile, a discontinued profile, or a bad deck all make tear-off the honest answer. But a bid that jumps straight to full replacement without pricing the relay has made a five-figure decision for you and not told you.
Put 3 questions to every tile bidder, in writing:
What percentage of tile do you expect to lose to breakage, and what happens if the profile is discontinued mid-job?
How many sheets of decking are included before change orders start?
Is this priced as a tested Class A assembly, or as a product that looks like tile?

Nellie Gail Ranch is a second approval track, and it runs on a calendar
If you are in Nellie Gail Ranch, the city permit is not the finish line. The association's Architectural Review Committee approves your material, color and profile on a fixed schedule.
Submittals are due by close of business 10 business days before the meeting, meetings are typically the second Tuesday of the month at 6 p.m., and submittals are now digital. The association is reachable at (949) 425-1477. There is an emergency path: its procedures state that "emergency approval may be granted for applications related to the safety of people or property, e.g. roofs, windows and doors." Approval is not open-ended either, with substantial construction due to start within 120 days and finish within 365.
Miss a deadline by a day and you have waited a month. "We work in Nellie Gail all the time" and "we will assemble and submit your packet" are different sentences. Ask which one a bidder means. We prepare both packages: founder Dave Bienek learned roofing from his father, who specialized in HOA roofing, so association work was the job before it was a specialty.
The license check that separates bidders
Every roofing site in Orange County says licensed and insured. Open cslb.ca.gov before anyone puts a ladder on your house:
Status. Active. Not expired, not suspended.
Classification. C-39 roofing, or a B properly subcontracting the roof to a C-39.
Workers' compensation on file. Roofing is one of the classifications California carved out of the no-employees exemption, so an exemption showing while a crew is on your roof is not a filing quirk.
Bond and complaint history. By recency, not reputation.
