Roofing Services In Los Angeles, CA
Repair, recoat, recover or replace, in that order.
Vision Roof Services handles roofing services in Los Angeles, CA for commercial building owners and property managers, plus HOA boards and select homes. Every roof starts at the smallest fix the Los Angeles code allows: a repair, a recoat, a spray foam recover, and a full replacement only when the deck or the code forces it. A free Roof Health Check puts photos and a written report in your inbox within 24-72 hours. Dave Bienek has roofed in Southern California since 1992 (CSLB #651509, C39 Roofing), and our crews have finished about 7,500 jobs.

Roofing services in Los Angeles, CA, ranked from the smallest fix to the largest
We sort every Los Angeles roof onto a 5-rung ladder and quote the lowest rung that will hold. Each rung carries its own LADBS permit path and its own cool roof rule, so the rung you land on decides your paperwork as much as your price. We call it the Repair-to-Replace Ladder, and every Vision Roof Services proposal names the rung it lands on.
Permit items refer to LADBS Information Bulletin P/GI 2026-003, revised June 10, 2026.
Rung 1. Maintain. Roof Health Check, annual inspection, drain and flashing upkeep. When it fits: the roof is dry and sound, with no active leak. LADBS path: no permit for an inspection. Cool roof rule: none.
Rung 3. Renew. Silicone or acrylic restoration coating, or a recoat over existing foam. When it fits: the membrane or foam is weathered, but dry underneath. LADBS path: express item 25, an approved coating applied to an existing roof. Cool roof rule: non-residential, Title 24 Section 141.0(b)2B applies once the recoat passes 2,000 sq ft or 50% of the roof.
Rung 5. Replace. Tear-off to the deck and a new roof system. When it fits: wet insulation, a failed deck, or a covering the code won't let you recover. LADBS path: express items 4 and 5 for Class A or B coverings under 6 lb per sq ft. Heavier coverings go to plan check. Cool roof rule: residential over 50% of the roof, a CRRC-rated cool roof product. Non-residential, Title 24 and the LA Green Building Code.
Rung 2. Repair. Flashing, seam, penetration and tile repairs. When it fits: the leak traces to 1 local failure. LADBS path: repair work falls under the city's permit rules. Residential dry rot or water-damage framing repair under 10% of replacement cost is express item 16. Cool roof rule: none for spot repairs.
Rung 4. Recover. Spray polyurethane foam (SPF) over the existing roof, then a protective coating. When it fits: core samples show a dry substrate and a sound deck. LADBS path: LAMC Table 1512.1 controls which new covering may go over which old one. Cool roof rule: applies to the new surface.
We pick the rung from evidence. On a flat roof we pull a core sample, because the top of a roof tells you very little about what's under it. A dry core over a sound deck keeps you on rungs 3 or 4. A core that comes up wet, or a deck that gives underfoot, moves you to rung 5, and no coating salesman can talk that away. Core samples are part of every flat-roof Roof Health Check in Los Angeles, and the report shows you the cut.
Rung 3 is where most of the money is saved. A restoration coating over a sound roof runs a fraction of a tear-off, and it resets the clock on the surface without a dumpster in your parking lot. Our roof rejuvenation service in Los Angeles covers that work in detail, including how we test adhesion before we commit to a coating.
What roofing services in Los Angeles cost in 2026
Published 2026 cost guides put a restoration coating at $0.50-$4.50 per sq ft installed, a new spray foam roof at $3.50-$7.00, and a tear-off replacement of a flat roof at roughly $5-$19 once removal is added to the new system. Those are third-party national ranges, not Vision Roof Services prices. We quote your roof after the Roof Health Check, in writing, line by line.
Sources: coating and spray foam ranges from HomeGuide 2026 cost guides as compiled by The Roofing Brief (reviewed October 2026). Tear-off ($1-$5) and new flat-roof system ($4-$14 for TPO, rubber, built-up or modified bitumen) from HomeAdvisor's 2025 flat roof cost guide. National figures, not Vision Roof Services quotes.
Put that spread on a real building. Take a 20,000 sq ft warehouse in the San Fernando Valley with a dry, sound roof. At the published silicone range, a restoration lands around $30,000-$90,000. A tear-off and new roof on the same building lands around $100,000-$380,000. That gap is the reason we check rung 3 before anyone prices rung 5. (Illustrative arithmetic from the ranges above, not a quote.)
5 things push a Los Angeles number up or down more than the material does:
Tear-off and haul-away. Express permit applications ask for a waste hauler from the city's permitted hauler list, and disposal adds cost per load.
Rooftop equipment. HVAC curbs, ducts and old abandoned penetrations each need flashing work.
Moisture under the surface. Wet insulation has to come out before anything goes over it.
The cool roof product. On a non-residential roof the LA Green Building Code asks for higher reflectance than state Title 24 does.
Fire zone. A Very High Fire Hazard Severity Zone address needs a Class A covering, which narrows the product list.
A repair is priced per job. HomeAdvisor's 2025 guide puts the average flat roof repair near $400, and a single flashing or seam repair on a commercial roof can sit well above that once lift access and safety lines are counted.
Which roofing service each Los Angeles roof type needs
The roof type sets the first service we'd price and the Los Angeles rule that changes the job. A clay tile roof and a torch-down flat roof can leak from the same storm and need nothing in common to fix it.
| Roof type | What we see it on | Usual first service | Los Angeles rule that changes the job |
|---|---|---|---|
| Clay or concrete tile | Spanish-revival and Mediterranean homes | Tile reset over new underlayment | Express item 23. A tile reset needs no cool roof compliance |
| Asphalt shingle | Post-war tract homes | Repair, then replacement | Over 50% replaced: CRRC-rated cool roof product. Class A in a Very High fire zone |
| Wood shake or wood shingle | Older canyon and hillside homes | Replacement with a different covering | Not permitted anywhere in the city (LAMC 91.1505.1) |
| Built-up roof (tar and gravel) | 1950s-1980s commercial buildings and apartments | Spray foam recover or coating | LAMC Table 1512.1 permits SPF over built-up roofing |
| Modified bitumen (torch-down) | Flat-roof apartments and retail | Repair or coating. Tear-off before foam | Our reading of Table 1512.1 shows SPF as not permitted over mod-bit. We confirm with LADBS on each job |
| TPO or PVC single-ply | Newer warehouses and big-box retail | Seam repair or silicone restoration | Coating is express item 25. A non-residential recoat over 2,000 sq ft pulls in the Title 24 cool roof values |
| Spray foam (existing) | Commercial roofs foamed 10-20 years ago | Recoat | A protective coating over existing SPF needs no tear-off |
| Metal | Industrial and port-area buildings | Fastener and seam work, then coating | Coating is express item 25 |
| Roof under solar | Any of the above | Repair or recoat around the array, or a panel reset | Area under solar is exempt from the LA Green Code cool roof values |
The mod-bit row is the one that catches owners out. Torch-down mod-bit is common on Los Angeles flat roofs, and a foam contractor who skips the code table will bid foam straight over them. We don't. If the table says no on your roof, the bid says tear-off first, and we show you the line in the code that put it there.
Commercial roofing services in Los Angeles: the 2026 dates that change your bid
4 dated rules decide what a commercial roof in Los Angeles needs in 2026, and every one of them can move a job up or down the ladder.
January 1, 2026. The 2025 California code cycle took effect, and LADBS put out its 2026 express permit bulletin (P/GI 2026-003), revised again on June 10, 2026. Coatings and lightweight re-roofs still go through express permits with no plan check.
The 2,000 sq ft trigger. Under Title 24 Section 141.0(b)2B, replacing, recovering or recoating more than 2,000 sq ft or more than 50% of a non-residential low-slope roof (whichever is less) brings in the cool roof values: 0.63 aged solar reflectance, 0.75 thermal emittance, or SRI 75. Inside city limits, the LA Green Building Code (Ord. 187,208) sets 0.68, 0.85 and SRI 82 for non-residential low-slope roofs.
December 1, 2026. Under the city's Existing Buildings Energy and Water Efficiency program (EBEWE), private buildings of 20,000 sq ft or more with a Building ID ending in 0 or 1 owe their audit and retro-commissioning report. IDs ending in 2 or 3 follow on December 1, 2027. Buildings without central cooling can qualify for an exemption with 4 of 6 listed measures, and a cool roof is one of the 6.
October 8, 2026. NOAA's Climate Prediction Center moved to an El Niño Advisory. More on what that means for scheduling below.
The full code walk-through, including Los Angeles climate zones and the fire zone overlay, lives on our Los Angeles roofers page as the LA 5-Code Roof Check. This page stays on which service fits.
For occupied buildings, we schedule around tenants and work the roof in sections. Our client list includes Paramount Studios, Yamaha, LifeStorage, KPRS and American Tower, and our commercial roofing service in Los Angeles page covers flat roof systems and maintenance programs in depth.
Spray foam roofing services in Los Angeles
Spray polyurethane foam goes on as a liquid, expands into 1 continuous insulating layer with no seams, bonded to the roof below it, and gets a protective coating on top. In Los Angeles it can go straight over a sound built-up roof with no tear-off, which is why it's our lead service on older commercial buildings.
Our crews are General Coatings certified, and a dozen of our 60 roofers are trained and certified spray foam applicators. We're members of the Spray Polyurethane Foam Alliance. Owners pick foam over a new membrane for 5 reasons they tell us again and again: energy performance, no seams to fail, long service life, low added weight on the structure, and skipping most of the tear-off.
The upkeep is the recoat. IBHS guidance, as cited in published 2026 cost guides, puts recoat intervals at 10-20 years, and says maintained SPF roofs have historically lasted more than 30 years. Miss the recoat and UV starts eating the foam, and then you're paying for new foam instead of a coating.
The objection we hear most is that foam costs more upfront than a coating or a patch. It does. The case for foam is lower maintenance, added insulation and decades of service when it's recoated on schedule. We won't put a savings percentage on your building, because energy results depend on the building and we don't promise a number.
Foam isn't the answer on a steep tile roof, on a deck with wet insulation, or (per our reading of the code) over modified bitumen without a tear-off. Our spray foam roofing service in Los Angeles page covers foam thickness and the recoat schedule we hand every owner.
Residential roofing in Los Angeles: where we fit
Our Los Angeles work is commercial-led. On homes, we take flat roofs, foam roofs, larger tile resets and HOA-managed buildings, and we'll tell you on the first call if your job fits a smaller residential crew better.
Los Angeles housing is old. Census Bureau survey data (ACS 2020-2024) shows 69.9% of the city's housing units were built in 1979 or earlier, so many homes still sit on original decks, and some carry older roof layers underneath. 4 city rules shape the job on those homes:
Wood shake and wood shingle are banned citywide. A shake roof gets replaced with a different covering, never patched with more shake.
Re-roof more than 50% of a home's roof and the express permit calls for a CRRC-rated cool roof product. LADBS also treats more than 50% re-roofed within 1 year as a full re-roof that must meet current code.
In a Very High Fire Hazard Severity Zone, the covering must be Class A.
A tile reset over new underlayment (express item 23) needs no cool roof compliance, which keeps the original tile on the house.
There's 1 Los Angeles rule homeowners rarely hear about. On a detached single-family home, a re-roof that doesn't touch the roof framing can be inspected and certified by a certified licensed contractor instead of a city inspector, under LAMC Section 91.108.12. The contractor needs a city Certificate of Registration (a state license alone doesn't qualify), has to notify LADBS before work starts, and files a Certificate of Compliance within 15 days of finishing. Ask any roofer who offers to skip the inspection whether they hold that registration.
Our residential roofing service in Los Angeles page lists the home roof systems we install.
When to book: El Niño and the 2026-27 Los Angeles rain season
Book roof work in Los Angeles before the first winter storm. Coatings and foam need a dry roof to bond, and the first heavy rain is when every queue in the city fills up at once.
| Season | Rainfall (inches) | Against the 14.25 in normal |
|---|---|---|
| 2024-25 | 7.74 | 54% of normal |
| 2025-26 | 19.07 | 134% of normal |
| 2026-27 | Season in progress | El Niño Advisory in effect |
On October 8, 2026, NOAA's Climate Prediction Center reported that El Niño is strengthening, with a strong-to-very-strong event likely through January-March 2027 (CPC ENSO discussion). The CPC is careful to say impacts are more likely with an event that size, not guaranteed. Its next update is due November 12, 2026.
A dry year hides roof failures. A roof that sat through a 7-inch season can look fine, then a 19-inch winter finds every cracked seam and shows it to you as a stained ceiling tile. If your roof hasn't been looked at since then, a Roof Health Check this fall is cheaper than an emergency call in February.
How a Los Angeles roofing job runs with us
You call, we inspect, and you get a written report with photos within 24-72 hours. From there the job follows the same 9 steps every time:
Initial contact and a short call about the building and the leak history.
Roof Health Check: inspection and photo documentation, with core samples on flat roofs.
Proposal, with the rung we recommend and the rungs we ruled out.
Contract approval.
Scheduling, including the LADBS permit, which we pull.
Installation.
Final inspection, by LADBS or under the certification rules above.
Invoicing.
Warranty and maintenance program: an annual inspection and a recoat schedule.
Warranty terms depend on the system and the roof. Manufacturer-backed warranty programs come with the coating and foam systems we install, and the proposal names the program and the term before you sign. Financing is available through Acorn Financing.
If you send us a referral, we pay $500 on jobs of $10,000 or more and 5% on jobs under $10,000. Details are on the Los Angeles referral program page.
Who does the work
Dave Bienek started roofing at 15, working beside his father, who did HOA roofing. He has roofed in Southern California since 1992, went full-time in the trade in 1998, and founded Vision Roof Services in 2014. The family started on HOA roofs, and HOA boards are still among the clients we work for most. Dave is the licensed qualifier on CSLB #651509, C39 Roofing.
Today we run 60 roofers out of 2 Southern California offices, with about 7,500 completed jobs behind us. Commercial clients include Paramount Studios, Yamaha, LifeStorage, KPRS and American Tower. We're BBB A+ accredited and a 2024 Best of BuildZoom winner. You can see finished roofs, with photos, on our featured projects page.
What we turn down in Los Angeles
Saying no early saves you a site visit. These jobs go to someone else:
Gutter cleaning, on its own or as an add-on.
Very small repairs far outside our core service areas, where the drive costs you more than the fix.
Wall foam insulation as a standalone job.
Solar panel and electrical work. We coordinate with your solar installer and handle the roof under the array.
Price-only bids. If the lowest number on the sheet is the only thing that matters, a lower-priced roofer will win it, and we'd rather you know that before we inspect.

Roofing services in Los Angeles, CA: questions we get
Do I need a permit to re-roof in Los Angeles?
Yes. A re-roof with a Class A or B covering under 6 lb per sq ft is an express permit with no plan check (LADBS bulletin P/GI 2026-003, items 4 and 5), and so is a coating over an existing roof (item 25). Heavier coverings and any change to the roof framing go to plan check. We pull the permit as part of the job.
Can you spray foam over my existing roof in Los Angeles?
Over a sound, dry built-up roof, yes: LAMC Table 1512.1 permits it, and that's the most common foam job we do in the city. Over modified bitumen, our reading of the same table is no, so we plan a tear-off and confirm with LADBS before we bid.
Does recoating my commercial roof trigger the cool roof rule?
It can. Recoating more than 2,000 sq ft or more than 50% of a non-residential low-slope roof, whichever is less, brings in the Title 24 cool roof values. We check the coating's CRRC-rated values against the requirement and list them in the proposal.
Are wood shake roofs allowed in Los Angeles?
No. Wood shake and wood shingle roofs aren't permitted anywhere in the city. A shake roof gets replaced with a different covering, and a home in a Very High Fire Hazard Severity Zone needs a Class A covering.
How much do roofing services in Los Angeles cost?
Published 2026 national ranges run $0.50-$4.50 per sq ft for a restoration coating, $3.50-$7.00 for a new spray foam roof, and roughly $5-$19 for a flat-roof tear-off and replacement. Your price depends on moisture, access, rooftop equipment and the cool roof product. We quote in writing after the free Roof Health Check.
How fast do I get the Roof Health Check report?
Within 24-72 hours of the visit, with photos and the rung we'd recommend.
Do you do residential roofing in Los Angeles?
Yes, for flat roofs, foam roofs, larger tile resets and HOA buildings. Our Los Angeles focus is commercial, and we'll tell you on the first call if a smaller residential roofer fits your job better.
Do you offer financing?
Yes, through Acorn Financing. Ask for the application when you book your Roof Health Check.
